This week, the Committee on Delegated Legislation has reviewed the Draft Kenya National Qualifications Framework (General) Regulations, 2025 before publication. Led by Hon. Samuel Chepkonga, the committee engaged officials from the Kenya National Qualifications Authority (KNQA), including Chairperson Hon. Stanley Kiptis and CEO Dr. Alice Kande to discuss key provisions of the Regulations.
The proposed Regulations aim to standardize and recognize qualifications, ensuring better portability and mobility. However, MPs raised concerns about Clause 26, which mandates accreditation for foreign institutions but lacks penalties for fraudulent qualifications.
Hon. Chepkonga further recommended simplifying and clarifying the regulations before finalization. The draft also proposes a National Qualifications Database, recognition of informal learning, and a framework for tracking educational progression in the country.
