  2. Fair: It does not disadvantage particular learners;
  3. Flexible: Range of delivery modes, sites of delivery and needs of learners. There is no single approach or set of approaches to the assessment of performance in a competency-based system;
  4. Reliable: Use of methods and procedures which engender confidence that the competency standards and their levels are interpreted and applied consistently from learner to learner and context to context;
